Brad Scott described Garlett’s reaction to the news in his Interactive Team of the Week video.
"It (Garlett's reaction to being included) was one of satisfaction for all his hard work. You can say keep persisting, keep working, your opportunity will come but when you don't give them that opportunity it becomes hard for guys in his situation.
"To his credit, he stuck at it and now his opportunity arises."
Despite queries over the availability of several players, North has made just the one change to the side that defeated Melbourne by 54-points.
Scott confirmed Scott McMahon would play against the Bulldogs after training strongly, while Leigh Adams will be given every opportunity to prove his fitness.
Werribee's appearance in the Foxtel Cup on Thursday night limited North’s selection scope.
"Pedersen, Greenwood, Sierakowski were all in the mix but rather than have those guys miss a game and not travel over to Perth to play in the Foxtel Cup, we decided to take our emergencies from North Ballarat."
Cam Richardson, Aaron Black and Aaron Mullett have been named as standbys.
